Vicky Xiong-Lor, Ed.D


The John Shefelbine Leadership in Literacy award is given to recognize leaders, within the California Reading and Literature Project (CRLP) community, with a proven record of implementing and promoting effective literacy practices. CRLP at Fresno State would like to thank Dr. Vicky Xiong-Lor, recipient of the 2018 John Shefelbine Leadership in Literacy Award.

Dr. Vicky Xiong-Lor earned her doctorate in Educational Leadership from California State University, Fresno.  She has been an educator for the past 23 years for both Clovis Unified and Fresno Unified School District. She also serves as an adjunct faculty in the Literacy, Early, Bilingual and Special Education Department at California State University, Fresno since 2015.  For 10 summers, Dr. Xiong-Lor worked as Principal of Hmong Culture and Literacy Academy at Stone Soup Fresno where she led a team of teachers to teach Hmong students how to read, write, and speak Hmong. Students also learned about their rich culture and history through arts, crafts, songs, dances, and skit/drama productions.

Dr. Xiong-Lor has served as a board member for the California Association for Asian Pacific Bilingual Education (CAFABE) and Stone Soup Fresno.  She served as a board member for Hmong Cultural New Year Celebration and is currently the Chair of the HCNYC Legacy Scholarship where 27 Hmong students were awarded a $500 scholarship each to help them continue on to higher education this past August.  She is currently the Co-President of Central California Bilingual/Dual-Language Consortium, and is the Lead Facilitator for the Hmong Language Strand in the Central California World Language Project (CCWLP). In addition, since 2012, she has been an active member of the Southeast Asian Task Force to collaborate with the local colleges and the neighboring school districts to better service our Asian students from PreK-College.  Through this task force, the first ever Hmong Academic Decathlon was held at Fresno City College last April.

She believes in an equitable education for every child and it is only then that their hopes and dreams can be realized.  She is a strong believer that when we invest in our children, we are investing in our future.
